"Hallelujah!" said Gene Russianoff, senior lawyer for the Straphangers Campaign, reacting to news that TWU Local 100 President Roger Toussaint would recommend returning to work and continuing negotiation to his executive board.

"Who are the winners and losers here? The real victor is the riding public, who get want they want - their vital subway and bus service back," said Russianoff. "We are confident that once the parties go back to the bargaining table, there will be an end to the heated rhetoric and a return to serious bargaining. We believe that both labor and management have people of good will who can come to an agreement."
