Stengel could take on some more buses, if not CP could take on more routes. They could stand to lose the Q14 and X51 to CP. That way you just combine the 14 /34 and X51/QM3. CP should lose the QM1/1A to QV. The Q30 shouldn't be at JAM. Split the Q44

Some of LGA's more Northern/Western Queens directed routes could conceivably go to Casey Stengel, even though they really couldn't take on more buses, Casey Stengel is the closest facility to LGA

In 1997 the LIRR (a State agnecy) privatized the freight service to the NYA to focus on commuter and passenger service.
